I'm not sure it's that cut and dry. It's a six year contract; the only way I see him not making those terms is if the program isn't cleaned up and under more investigations. Harlan talked about the timing of firing xCOA being due to the "9 to 5" not improving.

No, but it doesn't take a genius to make sure he's doing things correctly.  There's no reason to wait 2 years to start paying attention.  We'll be down $2 million plus by then.
