I could be mistaken, but the way I read it,  we had 12 USF students awarded Fulbrights, not 12 foreign students coming to USF on Fulbrights.

There's Fulbrights for both US students traveling to international universities and foreign students coming to US, but I'm pretty sure you're right in taking this to mean US students. Regardless, it's an international co-op program, so either way it strengthens our already good international footprint.
