If you think that, you may be slightly confused as to the geography and size of Tampa vs. Boca Raton.  Also, there's a little something called Tampa Sports Authority that might have a say in all that stuff.

Also, pretty sure our annual scrimmage last year was at the soccer stadium, which is on campus.

they would have nothing to do with a privately financed stadium, on USF property would they?

I know in Memphis facilities that are privately financed and on school owned property are exempt from Memphis/Shelby County Sports Authority control.

An OCS would not be managed by TSA.  I too could see the St. Pete bowl moving, especially if we managed to get the MOSI site.  Of course the name would change.

their stadium and bowl game are...it's a nice stadium, and they've had good matchups the last couple years.

In doing some research, came across something that, if accurate, made my blood chill ....

Convention and Sport Leisure, the consultant group that prepared the report, estimated new stadium costs could range anywhere from $187 million to build a stadium similar to the one at the University of Central Florida,

but it was immediately followed by this ...

up to $217.5 million for a high end new stadium like the University of Minnesota's

There is no way in hell that piece of crap stadium would cost only $30 million less to build than this:
