Sure they do, however in most cases recruits will pick Michigan over USF.  USF "go[es] after the same players]" by offering scholarships to 4 & 5 star recruits with offers from many high profile programs, including Michigan.

For IMG, it may be as simple as a nice paycheck and the "illusion" of Michigan needing a warm place to run. We have neither the illusion nor the bankroll to just take a team trip across the country. But you can bet CWT is beating on the home-loyalty drum as best he can. Until we have consistent winning seasons and get nat'l attention again, the drum just isn't very loud.

There is a significant difference between "offering" and "recruiting". Michigan coaches spend their time with those 4 and 5 star recruits.  Jim Harbaugh even had a sleepover at one kids house so he wouldn't choose Meatchicken over OSU.

No idea what that means.  My point is USF doesn't "recruit" the same players as Michigan.  CWT wasn't spending hours and hours on the phone and in person with Rayshon Gary.

Kind of silly to offer without recruiting wouldn't you say?  Like inviting someone for a three course meal and only offering them the dessert.
